Job Description

Role:
<br />
<br />Work as a strategic advisor to the Planning and Quality Department Head, and provide an independent
<br />assessment of the adequacy and effectiveness of strategy, planning, operations, information systems,
<br />other commercial and operational areas. Plus, working with the department team members in different
<br />tasks and train them getting job done properly.
<br />
<br />Qualifications:
<br />
<br /> Master's Degree in accounting, administrative sciences, financial sciences, or another relevant
<br />field.
<br />
<br />Experience:
<br />
<br /> Work experience in institutional planning, operation development and quality assurance in a
<br />service sector of at least 20 years, including at least 5 years in a governmental authority.
<br /> Experience in working with governmental organisations in Qatar.
<br />
<br />Strategic:
<br />
<br /> Provide advice with respect to the strategic planning framework, including the identification of
<br />the organisation and departments' objectives and standards, objectives and initiatives.
<br /> Facilitate the identification of the strategic objectives and long-term plans in a manner that
<br />copes with the objectives of the State of Qatar and the Ministry of Finance.
<br /> Oversee the strategic planning process and facilitate the proper allocation of the resources
<br />across the departments and initiatives.
<br /> Provide advice on the identification of key performance indicators on the organisational and
<br />departmental objectives, quality oversight and timely delivery of targets.
<br />
<br />Operational:
<br />
<br /> Identify and define the programs and projects that help in the implementation of the long-term
<br />strategic plans and report the achieved progress in consultation with the PMO.
<br /> Identify the service delivery framework, including quality standards, process control and control
<br />mechanisms, and improve the initiative identification approach.
<br /> Identify measures of excellence in the service of taxpayers and determine the impact of
<br />operations on the satisfaction of taxpayers and compliance.
<br /> Facilitate the identification of outstanding operational projects, ensure that the results are
<br />clearly identified, and align them with the objectives.
<br /> Facilitate the identification of operational governance risks and develop appropriate risk
<br />reduction strategies.
<br /> Ensure the operational plan is clearly communicated and proactively administrated.
<br /> Facilitate validation of recommendations and outputs related to specific programs and projects.
<br /> Provide performance reports, including results and visions, and recommendations for strategic
<br />and operational plans and projects to the administration.

<br />Performance:
<br />
<br /> Support the department and leadership in monitoring and reviewing the needed improvements
<br />in the Department's performance in line with objectives and the Department mandate.
<br /> Identify and implement performance improvement initiatives in the Department, in line with the
<br />overall Department objectives.
<br />People:
<br /> Work closely with the Department and Section leadership to provide support and strategic
<br />direction.
<br /> Provide strategic and operational guidance to team members in the Department.
<br /> Develop a training material for Planning and Quality members.
<br />Technical Competencies:
<br /> Strategic Planning : The ability to apply strategic thinking and insights gathered from various
